2016 Gerrymander Standard Writing Competition

The Supreme Court has long suggested there is a limit for what is acceptable partisan gerrymandering, but like obscenity, so far the line is undefined and left to courts to know it when they see it. The Court has said that it is willing to hear constitutional challenges to partisan gerrymandering, but existing legal theories have been insufficient to empower citizens and advocates with the tools they need to overturn partisan gerrymanders in court.

Common Cause’s 2016 “Gerrymander Standard” Writing Competition is your chance to change that.

For the second year, we invite legal and social science practitioners, scholars, and students to submit papers proposing a new definition of partisan gerrymandering or further developing an existing standard and pairing that definition with an effective legal theory to challenge unfair redistricting plans in court.

Winning authors receive:
1st Place: $5,000, 2nd place: $3,000, 3rd place: $2,000. Along with a publication in a leading academic journal. Payment of travel expenses to present papers at a national redistricting reform symposium.

Deadline: March 27, 2016.

The Annual Kenneth P. Carp Scholarship

The Law Offices of Kenneth P. Carp is pleased to offer an existing or incoming college student a $1,000 scholarship to meet their educational costs.

Scholarship Essay Contest Topic and Eligibility

The Kenneth P. Carp college scholarship is open to individuals who are planning to attend or currently enrolled in an accredited United States college or university. In order to participate, applicants must submit a 500-word essay answering the following question:
The economic downturn of 2007-2008 resulted in a significant increase in the unemployment rate in the United States. According to some statistics, people who are unemployed tend to stay unemployed for longer than they have done in the past. In response to this issue, Congress has passed legislation in the past to extend the amount of time that unemployed people can receive benefits. Critics of unemployment benefits extensions argue that they do not work and actually incentivize people to remain unemployed, while supporters argue that they are necessary to ensure social stability and actually promotes economic recovery. What do you believe about the issue of extending unemployment benefits, and why?

Deadline
To apply, interested applicants should submit their response to the above question via email to carpscholarship@gmail.com by 12/15/15.
